Moreno Valley, CA – Higher education just became more accessible for Moreno Valley residents as the local community college announced a free tuition program aimed at increasing college enrollment and reducing financial barriers for students.
A Bold Initiative for Affordable Education
The new program, titled the Moreno Valley College Promise, will cover tuition costs for eligible students who reside within the city. The initiative is part of California’s broader effort to make higher education more affordable, particularly for low-income families.
“This is a transformative opportunity for our community,” said Moreno Valley College President Dr. Robin Steinback. “Education should not be a privilege—it should be a right, and this program ensures that financial limitations do not prevent students from pursuing their dreams.”
Eligibility and Program Details

To qualify, students must:
- Be a resident of Moreno Valley
- Enroll in at least 12 credit hours per semester
- Maintain a minimum GPA of 2.0
- Complete the Free Application for Federal Student Aid (FAFSA)

Impact on the Community
Local officials and educators believe the initiative will increase college attendance rates and provide a pathway for students to enter the workforce with stronger qualifications.
“This program isn’t just about tuition—it’s about uplifting our community and preparing students for better careers,” said Moreno Valley Mayor Ulises Cabrera.
