Former chemical plant site in N.J. city to become 8,000-unit housing, retail complex

When finished, a massive residential complex with up to 8,000 apartments is planned for a 100-acre contaminated beachfront site in Jersey City, according to officials.

The restored brownfield property along the Hackensack River on Jersey City’s west side will be transformed by the Bayfront Redevelopment Project.

Cove Point, the project’s first phase, will consist of four structures totaling 350–400 units each, of which 35% will be workforce or affordable housing.

Phase 1 construction is expected to begin in early 2026.

In a statement, Jersey City Mayor Steven M. Fulop said, “Bayfront is our promise kept to put people before profit, delivering the most affordable housing of any private mixed-use community of its size in the country.” This conversion of a formerly polluted area into a thriving community demonstrates what can be achieved when public and private partners collaborate.

In 2018, Jersey City purchased the development, which was the result of a collaboration between the city, BRP Companies, and Bayfront Development Partners.

A light rail stop and a water taxi service to Newark Liberty International Airport are planned, along with retail establishments and outdoor park areas.

The project has received $8.6 million from financial institution New Jersey Community Capital.

BRP Companies’ managing director of development, Andrew Cohen, commended the city’s dedication to the project.

According to Cohen, the city brought property, incentives, and a will to collaborate in order to develop Jersey City’s west side and build much needed worker and affordable housing.
